Compared to how the Commissioner presented himself on TV, he sure doesn't look all that brave and convinced that superpowers should be constrained. But this cloaked figure...is he another superpower or is he something more devious?
Who is this "boy" the cloaked figure is looking for? How was he able to command the Commissioner to even activate the police force to search for this one boy?
